H.E. Prof. Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, and Prof. Nader El Bokle, President of October University for Modern Sciences and Arts (MSA), witnessed the signing ceremony of a Memorandum of Understanding (MoU) between the Ministry of Health and Population and MSA University. This step reflects both parties’ commitment to supporting the state’s efforts toward sustainable development and national capacity building.
This strategic partnership represents a qualitative shift that integrates MSA University’s advanced academic expertise with the operational needs of the Ministry of Health and Population, contributing to the preparation of a new generation of qualified leaders capable of driving digital transformation and enhancing institutional performance within Egypt’s healthcare sector.
The cooperation aims to strengthen capacity building and human capital development, while supporting innovation within the government management system, in accordance with the principle of mutual benefit and within the framework of applicable laws and regulations. Areas of collaboration include:
- Expanding human development programs and enhancing leadership and soft skills.
- Implementing specialized academic programs, including professional master’s degrees and professional diplomas tailored to the needs of the healthcare sector.
- Supporting digital transformation through advanced programs in technology and artificial intelligence.
This agreement reaffirms the pivotal role of October University for Modern Sciences and Arts (MSA), where the Continuance Learning Center (CLC), as a strategic partner in human capital development, will oversee the design and implementation of advanced training programs and professional diplomas aligned with labor market requirements and the needs of Egypt’s healthcare sector.
The MoU was signed by Mr. Ahmed Reda, Director of the Center for Lifelong Learning at MSA University, and Ms. Manal Mamoun, Head of the Central Administration for Human Resources at the Ministry of Health and Population, in the presence of the CLC team, whose dedicated efforts contributed to shaping the framework of this cooperation and developing its future pathways:
